History
On February 11, 2014, Eastern Samar State University (ESSU), represented by its President, Dr. Edmundo A. Campoto, and Vice-President for Academic Affairs, Research, and Extension, Dr. Emilia L. Baquilod, officially signed a Memorandum of Agreement with the Intellectual Property Office of the Philippines (IPOPHL). The purpose was establishing an Innovation and Technology Support Office (ITSO). As a result, the University created the Intellectual Property Office of the University (IPOU) and the ITSO, which consisted of the IPOU Director and ITSO General Manager, Technical Experts, and Support Staff. During its first year of operation, ITSO staff actively participated in various trainings conducted by IPOPHL to enhance their capabilities in performing their duties and services.

In the subsequent year, the office worked diligently to secure approval for the University’s Policy on Intellectual Property and Technology Transfer. Additionally, it identified University IPs such as Trademarks, Copyrights, and Utility Models, and initiated the protection process by filing for registration with the Intellectual Property Office of the Philippines (IPOPHL).

“In 2016, following the office’s participation in the USAID’s STRIDE project—which conducted workshops and knowledge-sharing to enhance the capabilities of Innovation and Technology Support Offices (ITSOs) in effectively commercializing University IPs—the IPOU established its Knowledge and Technology Transfer Office (KTTO). As part of this transition, the KTTO expanded its personnel to include the Technology Commercialization and Marketing Officer and the Technology Licensing Officer. Additionally, during the same year, the office obtained approval from the Board of Regents for the Policy on Trademark Utilization and Licensing.”
