ESSU Underscores Operations Transparency with ARTA Report Card Survey

Eastern Samar State University Main Campus welcomed evaluators from the Anti-Red Tape Authority (ARTA) for a Report Card Survey Visit on February 27-28, 2025, in adherence with government regulations on carrying out transactions and services to its clientele.
 
The ARTA Report Card Survey is integral in evaluating adherence to the Anti-Red Tape Act of 2007 (Republic Act No. 9485) and the Ease of Doing Business (EODB). The survey assesses a number of aspects of government service, such as frontline operations, channels for citizen criticism, and the general efficacy of institutional procedures.
 
Ms. Evelyn P. Badrina, Field Group Leader—RLR Research & Analysis, and Mr. Daryl D. Badrina, Field Interviewer—RLR Research & Analysis, were welcomed by ESSU key officials led by the Vice Presidents, Dr. Jocelyn S. Castro (VPEAQA,) Dr. Vicente A. Agda, Jr. (VPAA), and Dr. Rhodora C. Mendoza (VPAdmin).
 
The evaluators from ARTA went around the different colleges and offices on the campus to make sure the anti-red tape measures are in place, such as the required transaction procedures, visible signages, and documentation systems, among others. Also present to receive the guests and observe the process were University Attorney IV, Atty. Dulce Amor A. Beato; PRIMO Director, Ms. Maria Ayreen B. Elpedes; SSAA Dean, Dr. Aris A. Lapada; University Regsitrar, Ms. Liezl Docena; and Mr. Francis Kim Agus.
 
The Anti-Red Tape Authority (ARTA) is an attached agency of the Office of the President that is tasked with overseeing and implementing the national policy on ease of doing business and anti-red tape in the Philippines by virtue of R.A. 9485, known as the Anti-Red Tape Act of 2007, which was later amended to R.A. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
