To enhance the efficiency of procurement operations in the University, selected officials and employees of ESSU are attending a three-day training program on Republic Act (R.A.) 9184 and its Revised Implementing Rules and Regulations at the Summit Hotel, Tacloban City. The aforementioned training commenced yesterday, February 14, 2024, and will conclude on Friday, February 16.
In collaboration with the Department of Budget and Management Regional Office VIII (DBM RO8) and the Government Procurement Policy Board Technical Support Office (GPPB-TSO), the Region Eight Association of Local Budget Officers (REALBO), Inc. organized the training program. Its goal is to provide attendees with the latest revisions to R.A. 9184's Implementing Rules and Regulations for improved public procurement efficiency, transparency, and compliance.
GPPB-TSO Executive Director, Atty. Rowena Candice Ruiz, delivered the keynote address and highlighted the recently approved new Procurement Law.
In addition, DBM RO8 Director IV, Ms. Imelda C. Laceras, Executive Director for Procurement Service, Atty. Director Dennis S. Santiago, DBM RO8 Chief Budget and Management Specialist (BMS), Ms. Florita M. Lacdo-o, and DBM RO8 Supervising BMS, Mr. Absal N. Abah, were also in attendance to discuss the salient topics and updates on procurement.
Participants in the training included members of the Bids and Awards Committee (BAC) headed by the BAC Chairman, Vice President for Academic Affairs, Dr. Vicente A. Agda, Jr., Campus Administrators, Prof. Jared Harem Q. Celis and Dr. Geronimo A. Ellado, Chief Administrative Officer for Finance, Ms. Remedios D. Merilles, BAC Secretariat, members of the BAC Technical Working Group (TWG), Procurement Officer, Budget Officer, Supply Officer, and Internal Control Officer from ESSU Main, ESSU Guiuan, ESSU Maydolong, and ESSU Can-avid campuses.
Through this training, the University is taking proactive steps towards bolstering its procurement operations and ensuring compliance with government regulations. ESSU, through its University President, Dr. Andres C. Pagatpatan, Jr., is committed to continuously improving its procurement procedures to guarantee the proper and accountable use of public funds.
