Eastern Samar State University Main Campus hosted the Public Hearing on House Bill 10388, "An Act Strengthening The Effective Implementation of the Pantawid Pampamilyang Pilipino Program (4Ps) Through Parent Leaders Engagement and Providing Funds Therefor." yesterday, July 9, 2024, at the Teatro Ibabawnon.
The University welcomed the bill's main author, House Committee on Poverty Alleviation Chairman, Hon. JC M. Abalos, 4Ps Party List Representative, who was joined by co-authors, Hon. Marcelino C. Libanan, Minority Floor Leader and 4Ps Party List Representative, and Hon. Arlene D. Brosas, Gabriela Women's Party List Representative and Deputy House Minority Floor Leader.
As the host, ESSU President, Dr. Andres C. Pagatpatan, Jr., welcomed the entire team of participants. Along with the respected members of the 18th Congress mentioned above, ESSU also received DSWD Region VIII Director, Ms. Grace Q. Subong; 4Ps National Program Manager, Ms. Gemma B. Gabuya; House Poverty Alleviation Committee Secretary, Ms. Maria Lourdes Sagmit-Mendoza, and an entire delegation of Parent Leaders and DSWD 4Ps City/Municipal Links representing the various municipalities of Eastern Samar.
Presiding over the said public hearing, Hon. Abalos provided the rationale of the day's activity, what House Bill 10388 is intended for, and how he came up with such an initiative. Hon. Libanan also expressed how lucky Estehanons are to have been selected as the venue for the Visayas leg of the said public hearings. The said event is only the second of three hearings for the same purpose. The first one was conducted in Luzon, and the next and final one will happen in Mindanao.
