Eastern Samar State University formerly Eastern Samar State College opened its Graduate Education Program as early as 1975 with the offering of the Master of Arts in Teaching Elementary Agriculture (MATEA) under the supervision of the Department of Education, Culture and Sports. In 1982, just after the closure of its MATEA Program, the college decided to offer the Master of Arts in Teaching Vocational Education (MATVE) in consortium with the Leyte Institute of Technology (LIT), Tacloban City. However, when the school was converted into a State College by virtue of Batas Pambansa Blg. 394 approved on May 18, 1983, the Board of Trustees issued Resolution No. 23, s. 1984, granting the college authority to offer MATVE independent with LIT and consequently terminating its consortium agreement effective SY 1984-1985.
