Eastern Samar State University Collaborates with City Government of Borongan and DOST to Foster Smart City Development

We are delighted to announce that the Eastern Samar State University (ESSU), under the leadership of President Dr. Andres C. Pagatpatan Jr., has recently forged a significant partnership in the pursuit of smart city development. On May 12, 2023, a momentous event took place as ESSU, the City Government of Borongan, and the Department of Science and Technology (DOST) came together to sign a Memorandum of Agreement (MoA) during the Smart City Assessment and Roadmap Formulation.

The signing ceremony, which marked a pivotal step towards advancing technological innovation in Borongan City, was attended by key personalities including City Mayor Jose Ivan Dyan C. Agda, Assistant Regional Director of DOST Region 8 Marilyn O. Radam, and Dr. Ramil Uy, the Smart City Focal Person in DOST Region 8, DOST Provincial Director Dr. Arnaldo Amosco Jr and Dr. Betchie Aguinaldo of Isabela State University.

ESSU's involvement in this collaboration is of utmost importance as it brings forth their expertise in systems development and technical knowledge. By leveraging their experience and resources, ESSU aims to contribute significantly to the realization of a smarter and more sustainable city.

The ESSU Computer Engineering Department, led by their talented team, Mayor Jose Ivan Dyan C. Agda,  and Mr. Mark Lucio Cortado Jr., the head of the City Population and Development office of the City Government of Borongan, has developed the "Libre Sakay Smart Transportation" system. This innovative solution is specifically designed to cater to the transportation needs of students, Persons with Disabilities (PWDs), and senior citizens. The system aims to provide convenient and accessible transportation options to these groups, enhancing their mobility and ensuring their active participation in various activities within the city.

In addition to the transportation system, Mr. Mark Lucio Cortado Jr. initiated the development of the "Registry of Inhabitants and Migration." This comprehensive database aims to streamline and manage information related to the city's residents, ensuring accurate and efficient record-keeping. The registry will serve as a valuable resource for city planners, policymakers, and administrators in making informed decisions and implementing targeted initiatives.

President Dr. Andres C.
